President Barack Obama has called on Libyan dictator Moammar Gadhafi to leave power immediately, saying he has lost the legitimacy to rule with his violent crackdown on his own people.

With that shift Saturday, Obama dropped the careful condemnation, threats of consequences and the reminders to Gadhafi's regime about its responsibility to avoid violence.

The president called on Gadhafi to step down for the first time, saying the Libyan government must be held accountable for its brutal crackdown on dissenters. The administration also announced new sanctions against Libya, but that was overshadowed by the sharp demand for Gadhafi's immediate ouster.

"The president stated that when a leader's only means of staying in power is to use mass violence against his own people, he has lost the legitimacy to rule and needs to do what is right for his country by leaving now," the White House said.
The statement summarizing Obama's telephone call with German Chancellor Angela Merkel came as Libya's embattled regime passed out guns to civilian supporters and sent armed patrols around its capital to quash dissent and stave off the rebellion that now controls large parts of the North African nation.

Until Saturday, U.S. officials held back from fully and openly throwing all their support behind the protest movement, insisting that it was for the Libyan people to determine how they want to be led. The refrain echoed the public position maintained by the administration during the Egypt crisis, when the U.S. gradually dropped its support for longtime ally Hosni Mubarak but never explicitly demanded his resignation after nearly three decades in power.

Explaining the change, Secretary of State Hillary Rodham Clinton said Libyans "have made themselves clear" that they want Gadhafi out.

The tougher tone set the stage for Clinton's trip Sunday to Geneva, where she will confer with foreign policy chiefs from Russia, the European Union and other global powers on how to drive home the message to a Libyan government determined to cling to power and crush opposition to Gadhafi's rule.

Interviewed on CNN's State of the Union, Sen. Joe Lieberman, I-Conn., said even more forceful action needs to be taken against Gadhafi's regime, including imposing a no-fly zone and providing arms to the rebels.

"The world has to do more," he said.

Sen. John McCain, R-Ariz., said foreign mercenaries fighting for Gadhafi should know they run the risk of "finding themselves in front of a war-crimes tribunal."

The two lawmakers spoke Sunday from Cairo where insurgents toppled the government of Egyptian President Hosni Mubarak earlier this month.

Obama and Merkel strategized on how the world should respond to the violence that, according to some officials, has killed thousands of people. Clinton spoke with the EU's top diplomat Catherine Ashton to coordinate the international pressure.

Acting on its own, the administration announced a new measure Saturday when Clinton said the U.S. was revoking visas for senior Libyan officials and their immediate family members. New travel applications from these individuals will be rejected, she said.

The visa ban followed the administration's moves Friday to freeze all Libyan assets in the U.S. that belong to Gadhafi, his government and four of his children. The U.S. also closed its embassy in Libya and suspended the limited defense trade between the countries.

It is unclear how far the U.S. — and its international allies — might have to go to convince Gadhafi that his four-decade reign in Libya must end. American military action is unlikely, although the administration hasn't ruled out participation in an internationally administered protective no-fly zone.

U.N. chief Ban Ki-moon was due in Washington on Monday for talks with Obama at the White House.

A nonviolent revolt against Gadhafi's government began Feb. 15 amid a wave of uprisings in the Arab world. Most of Libya's eastern half is under the control of rebels. Witnesses say Gadhafi's government has responded by shooting at protesters in numerous cities.

HALEY BARBOUR FACES QUESTIONS ON KKK LICENSE PLATE, AMNESTY

Even before Mississippi Gov. Haley Barbour announces whether he intends to run for president, he's facing a run of press scandals just like most confirmed candidates endure on the campaign trail. First there was the flap over the Mississippi-approved vanity license plate heralding a leader of the Ku Klux Klan--and now comes a report that Barbour, in his earlier career as a D.C. power lobbyist, represented the Mexican government in a push to render U.S. immigration law more accommodating to Mexican residents who had entered the country illegally.

On Monday, the National Association for the Advancement of Colored People (NAACP) called for Barbour to condemn a proposed state license plate honoring honoring Gen. Nathan Bedford Forrest, a Ku Klux Klan Grand Wizard. As of mid-morning Tuesday, Barbour had not yet issued a public statement on the proposal, which is being pushed by the Sons of Confederate Veterans.

This controversy comes alongside a Time magazine report that Barbour and the lobbying shop he co-founded--BGR Group--were hired by Mexico in 2001 to work on legislation offering "a path to citizenship for foreigners living illegally in the United States—what opponents of immigration reform call 'amnesty,' " wrote Time's Michael Scherer.

Last night, Barbour issued a statement denying he supported amnesty--though neither he nor his firm denied working on the specific immigration provision outlined in the Time report.

These new controversies add to the potential challenges Barbour faces as a presidential candidate in 2012.

Barbour has had to answer repeated questions about his past as a lobbyist--while also addressing the fallout from remarks he'd made to the Weekly Standard about the benign character of life in civil-rights era Mississippi.

Just this past weekend, Barbour appeared on Fox News Sunday and defended himself on both fronts.

He argued that the president essentially is a lobbyist and must "sell what's good for America to others in the world as well as to America," so Barbour's lobbying history will be an asset. And in revisiting his earlier appraisal of the civil-rights era as "not that bad" in Mississippi, Barbour reiterated it was truthful to his own youthful experience: "I was asked about my childhood and I had a great childhood," Barbour said.

US GOVERMENT AND PRESIDENT OBAMA TRYING TO CONTROL THE INTERNET

The US senators pushing a controversial new bill that some fear would give President Barack Obama the powers to seize control of and even shut down the internet have rejected claims it would give Obama a net "kill switch".

The bill, titled Protecting Cyberspace as a National Asset Act, has been unanimously approved by the US Homeland Security committee and will be put to a vote on the Senate floor shortly.

Lobby groups and academics quickly rounded on the bill, which seeks to grant the President broad emergency powers over the internet in times of national emergency.

Any internet firms and providers must "immediately comply with any emergency measure or action developed" by a new section of the US Department of Homeland Security, dubbed the "National Centre for Cybersecurity and Communications".

The critics said that, rather than combat terrorists, it would actually do them "the biggest favour ever" by terrorising the rest of the world, which is now heavily reliant on cyberspace.

Australian academics criticised the description in the bill's title of the internet as a US "national asset", saying any action would disrupt other countries as most of the critical internet infrastructure is located in the US.

This week, 24 privacy and civil liberties groups sent a letter raising concerns about the legislation to the sponsors, including that it could limit free speech and free inquiry, Computerworld reported.

"We are concerned that the emergency actions that could be compelled could include shutting down or limiting internet communications," the letter reads.

But the architects of the plan, committee chairman Senator Joe Lieberman and Senator Susan Collins, have this week released a "Myth v. Reality" document that hits back at these criticisms.

They say the threat of a catastrophic cyber attack is real and not a matter of "if" but "when". Cyber crime was also costing the US economy billions of dollars annually and the bill would "modernise the government's ability to safeguard the nation's cyber networks from attack and will establish a public/private partnership to set national cyber security priorities".

The senators rejected the "kill switch" claim, arguing that the President already had authority under the Communications Act to "cause the closing of any facility or station for wire communication" when there is a "state or threat of war".

They said under the new bill the President would be far less likely to use the broad authority he already has under current law to take over communications. It would provide "a precise, targeted and focused way for the President to defend our most sensitive infrastructure".

Any action would be limited to 30-day increments and the President must use the "least disruptive means feasible" to respond to the threats. Action extended beyond 120 days would need Congressional approval.

The bill would not give the President the authority to take over the entire internet, target specific websites or conduct electronic surveillance.

"Only specific systems or assets whose disruption would cause a national or regional catastrophe would be subject to the bill's mandatory security requirements," the senators wrote
